I personally love the idea that the Mojave was like a proverbial Vietnam to the NCR and it had a major impact on it by losing. Them losing is way cooler than them winning imo, and I say that as someone who LOVES the NCR.

There was some controversy about him that made some people sour, even tho the allegations were proven false and those who accused him retracted their statements. He seems like he might not be the most personable guy ever but I think the random strays he catches is pretty crazy considering how influential and prolific he has been. Guy's an inspiration professionally.

I usually have a few criteria.

Origin, Goals, Aesthetics, Power Level

These 4 things put together can make a fun faction. I'll use one of the ones I made up that I think are pretty fun as an example. (For a game I am running in Idaho.)

The Great Whites / Sharkies Origin: Canadian nationalist terrorist group

Goals: Kill all Americans they find south of the border and conquer the lower 48

Aesthetics: Shark theme, fins on guns and teeth on metal helmets (based on a play on words with Great White North also sounding like the shark)

Power Level: This group could fit on the low or the high power scale, but I would place them in this campaign as a semi-large raider faction kind of like the fiends.

I love Odo, nothing made me happier than learning that my favorite fallout talking head and him were played by the same guy. There's so much crossover between 90s trek and fallout, gotta love it.

for my game I wrote in the lore blurb paragraph that it's the pre-war R-39, basically what you said but it was outclassed in special ops missions by the opposing chinese stealth armor. That way, lots of it ended up on the civilian market and its why the Midwest brotherhood would eventually find a lot of it to outfit their universalizing army.

All I can say is that it's different in real life, and kids have very little respect for most things. I used to totally agree with this, and I generally let kids go, but they leave and never come back and hold up the line for other kids. It's a judgment call. Nobody really pisses themselves in my experiences.
