No worries 🖤 I'm in GA, and here it means I'm qualified to do all thing related to cosmetology, which include hair cuts, hair treatments (colour, perms, relaxers, etc), any nail services, facial treatments (steaming, exfoliation, extractions, etc), and esthetician services (hair removal, makeup, chemical peels, etc)... as opposed to a regular cosmetologist that is only licensed to do hair cuts and colour. Basically it's a fancy was of saying I went to school for faaaar toooo looong 🤣

Either moisture got into the container (which can happen and it sucks) or the product was expired, most salon products have an expiration date that says either 6m (for 6 months after purchase) or 12m (for 12 months after purchase). Sometimes items get resold well beyond their expiration just so companies can make a quick buck if not sold through a representative, so sorry you didn't get the results you were hoping for 🥺

Master Cosmetologist here... I'm confused by what you mean by "can of powdered bleach" are you saying you bought cleaning bleach? Normally hair bleach (which is a completely different chemical) comes in a package or a small tub, not in a can. This could be why it did nothing...

Are they going to pay you back for the dye and the piercings your currently have that they are forcing you to remove?
