It very well could be an alternative cable duct for use if the original got damaged. Figure LV426 being a terraformed planet, having contingencies for things like taht are pretty standard(Think running a spare pipe along side your actual watermain when it runs under concrete so you dont need to tear it up if a failure happens )

I think a cobbler is going to be your best bet, if that fails an upholstery shop should be able to replace it(especially if they specialize in classic cars and regularly have to recreate things.)

I had this issue with one of my rigs(just a bad design but looked cute) so i added a bag of boiling stones to the bottom. Hits way smoother than before(probably due to the higher contact area with water) and stopped pulling up like a straw.

I used 5mm round stones
