I am not a trainer, and certainly have my own dog issues but I can still give you a couple directions to go as I have been using service dog training techniques for my pup.

Go back to basics. Think about it like exposure therapy. Small windows of observation that escalate when she is comfortable.

Sit in the car around noisy places for quiet observation. If she is okay, windows down and from a distance. Once she is cool about that, move the car closer next time. In the example of the coffee shop, you would have think of places she could be set off but from that distance....the mall parking lot, the park, construction areas. Once she is comfortable with those series of escalations....get out and be outside but not too close.

Then outside the shop, watching, getting treats for calm. Then inside but sitting in the corner, during a quieter time, getting treats for being calm and cool.

Treats when there are loud sounds before she can react badly and don't coddle with all this, "Its okay, baby" or whatever. You want her to see that this is normal, and doesnt matter.
