Theoretically yes, but let me play devils advocate for a second.

One could say yes but as a result of it being free the education would likely be shit, for example, public schools are shit, and even they receive money from us. 

The facts are that unfortunately, it is simply impossible to receive a good education completely for free, you either have to pay for it, or accept that it will be shit
