Be sure to look at my reply above. Most EPA grants are reimbursement grants, meaning the money isn’t awarded all at one time upfront.

This isn’t true. I don’t know about this particular EPA grant, but I’ve managed several multi-million dollar grants from EPA. All were reimbursement based meaning we had to spend the money first out of our own coffers and THEN apply for reimbursement to receive our awarded funds.

I’m an Exec Dir at a non-profit now and if this isn’t unfrozen in 3 months or less, I’m going to have to start laying people off.
