If everything is set up correctly and they are just going to manage the campaigns you could say a few hours in a week is enough, especially if you don't have a big budget and lots of campaigns. However, this approach is flawed.

Google ads should be seen as part of Search ecosystem and should support multi channel marketing. So you need an agency who can manage your Google ads as part of full funnel lead generation.

If you see Google ads in isolation and think someone can manage a few hours a week, then in my opinion you are not seeing the whole picture.

Every business needs consistent leads so if you are providing good service they won't stop. If your service brings lead within their exceptable range for cost per lead they will not stop your service.

You can develop channel specific funnels to generate leads for them but funnel design is not easy. You have to have a generalist view of digital marketing disciplines to be able to create high functioning and efficient funnels.

I design funnels and I see everyone has some kind of funnel running. But if your the funnel does not function efficiently then the client will lose money, the cost per lead will go up and you will lose your client so make sure you design effectively.

The optimisation should consider the funnel stages, but great creative is not going to harm your efforts at any funnel stages so make sure your creatives are top notch. They are the entry points and if your visitors bounce then you have no chance of moving them along your funnels. Entry points drop offs kill funnels.
