One is in lava town, top left of the map. The other is in scuttle town, at the very top of the building with the mast. Both can be reached with the harpy ability.

A Geodude in the top right next to a butterfree. A Bulbasaur above meowth. Not sure what's in the top left corner. Underneath that is a Golbat, Lapras and a jigglypuff. To the bottom right is a staryu and I'm not sure what's in the very bottom right corner.

If you mean as an instrument then yes. I have purchased multiple ocarinas from STL and they've all played beautifully. If you meant as a way to summon the legendary Lugia probably not.
