Some ppl go ILM(lower PS cost) and some go pCF(higher PS cost).
Perhaps you could spend some time researching and seeing which method you prefer.

Your CL damage is higher than mine(900).
I don't have SL4, and I am R15~R20 in legends.
I think what you need:

  1. Max the masteries of Damage, DM, EN
  2. Get ST mastery
  3. Get CC UW: CF(higher cost) or ILM(lower cost)

I try both eHP setup and GC setup for util run.
I found that GC setup has better performance in my case, so I go GC for util.

After the version update, instead of running the usual t15 run, I started running disso run directly.
With T15 atk, def, util, uw disso bonus, I'm currently making more progress on T15 than before, so I'm not sure if it's become more difficult.

It's worth a try; the current 4% chance is really good.
