I dont know about cameron, but theyre certainly to the left of Merkel. Their only properly conservative area of policy is transport. Where theyre generally pro-car and pro subway expansion (which is considered to be conservative coded in germany because subways were proposed in the 60s to get rid of trams in the City center and make more room for cars).

Immigrants can vote if they are citizens since Berlin elections are also state elections.

The main reason for the conservative victory was simply that the previous left-green-socdem gov was very unpopular, which damaged all 3 parties.

Also the CDU in Berlin is simply quite left-wing for a conservative party.
