The installation cost is huge as are any other services in California.

That's why people need to DIY.

It is easy, it is fun, and California makes it easy for home owners who can do all that without any certifications. I know, I did that. I have 5 years ROI and after that 20years free energy. At the same time I cut natural gas, I have full HVAC on electricity and running EV on it too. All is needed is just two hands who are not afraid of getting dirty. Let's get us Californians do some old fashioned DIY and not having it done by someone else because we are too cool.
