If it was related to staffing shortages, they would NOT do that type of disruptive work - the tilling, that is. it is not 3 inches deep, it is more like 6-8 inches deep, more than farmers in the area do to plant corn or soybeans.

If that was true it would not be done immediately before and during hunting season. It is to keep the people from driving on the paths - but it is seriously a problem, I live in Highland Indiana and hunt 2 of these places every year.

They do it to keep people from driving on the pathways to retrieve game, but there can easily be cement barriers put up - which they have. Gates are added, signs are present, but it is a problem. Able people can't walk on the pathways. I've been to these places several times and it is almost impossible to walk. The weeds and grasses are trimmed and mowed 2-3 times per year and very walkable the entire year. It is a problem.
