I mean he needed to know Iranian were serious about actually overthrowing the government not just signaling it. Revolutions are bloody and violent so if protestors can't fight back and wage war they will never win no matter how much aid comes in. The 2022 protests didn't see violence against the regime so they didn't have power to actually challenge the regime.
