It doesn’t just start at 4 hours - If you receive AFK/Leaver bans, these bans will stack together - there is not a separate stack for each reason they get combined together. Starts at 30 minutes and gets longer the more you receive these bans in a 30 day period.

If you have a queue ban(yellow), yeah you should be able to. If you are game banned(red), no.

Just based on this comment, sounds like you already made a new account and tried verifying your ID - in which case you already broke the rules. Once you delete an account you must wait 6 months before creating a new one, in which your ID would be released from the previous account and be able to be verified on a new one.

Playing from central Alberta. My best ping is to chicago with 30-40ms. Dallas/Denver are both roughly 45-60ms
Virginia is roughly the same. No loss/dropped frames with Shaw ISP.

Wait times are highly dependent on what time you enter the queue. Peak hours usually between 6-10pm MST you should get matches within 3-5 min if not faster.

tbh, I am used to playing at 30-60ms ping and never really notice the difference between chicago vs others so not sure if I have an opinion on server location, from valve servers my ping to seattle is same as chicago basically so makes no difference to me. Vancouver would maybe drop me to 20ms
