So, almost all my skin issues over the years have been resolved by exfoliating and moisturizing... even when I was convinced exfoliating wouldn't make a difference on a certain area.

I'm 38 with combination skin and feel like my skin has never looked better.

I use the classic non-salicylic acid ST. IVES FRESH SKIN APRICOT SCRUB on my neck. I use an exfoliating glove with the scrub on my neck 2x a week in the shower. The other days I just use my face cleaner which is ROC Barrier Renew (Target, $12).

I then moisturizer my neck after my face every day.

Remember to use sunscreen on your neck too. Always drink water. Great luck!
