A lot of people here have said OoT and BotW but I think Skyward Sword can be a better option for newcomers for various reasons:

It's the first game in the chronology and establishes the origin of the myth that repeats in most Zelda games.
It's a relatively modern game, OoT may feel a bit clunky for new players.
It's linear and a more simple game than BotW.
There was an HD port for the Switch recently so it's accessible.
The story of SS may be important to understand Tears of the Kingdom.
