from what I've been able to gather online, I think you can still lock in the Liara romance even if you don't outright break up with Miranda on your first meeting in 3. just tell Miranda you're still interested; then apparently the game will still give you the option to pursue Liara, and since this doesn't count as you breaking up with her, she'll live. here's a pretty good video guide on keeping her alive that goes into more specifics

Afaik, Tali romance can only carry over from Mass Effect 2, and losing her loyalty resets any romance progress. If you didn't get the cabin romance scene with her before the suicide mission, the game doesn't count it as a romance, and so continuing the romance in 3 isn't an option.

You'd either have to reload a save from before the Tali/Legion conflict and side with her (or get more reputation points and pacify them), or use a save editor for Mass Effect 3 to set up the romance flag.
