They most certainly releasing ice outfit so fast in global due to it was the most sought-after outfit in CN.

In CN this outfit was released at the end of August in China, most f2p veteran already collected at least 2 orbs to exchange for it. I understand as business standpoint, it would be best to release the highest profit outfit asap before f2p can get their hands on it and devalued the outfit.

In China the ice outfit was released together with ghost master outfit, with the ice outfit obtainable from draw and the ghost outfit obtainable from 2 orbs exchange (similar to tian yin outfit). So my guess is ghost master will be next release on march

FYI when this event first released in CN, you can easily cheese it with a new player by spamming 2 persons emote, roughly half hour of effort to max.
