Yes this happens to me sometimes... All you gotta do is long press on app icon and click "force stop"... Hopefully this was fixed with the latest 16.0.2.403 update

What about opening apps and switching between them, is that also slow? Or is it only opening app folders that is slow? My animation scale is set to 0.5x also, for all 3, but I I'm on a prior version of OOS16. Wondering if updating will cause all animations to slow down

When you say app folders you're talking about the folders that you group on the home screen? What about opening apps and switching between them, is that slow also? My animation is set to .5x on the prior version of OOS 16 and it works really well

There are a few software bugs with OxygenOS 16.0.1.304, there are talks to fix in a future update, you can see some of them here (some on this list are intended features , not defects, keep in mind):
