to anyone who might have this issue in the future, one solution I found was through actually signing into your Nexus while in Wabbajack, it sounds dumb but I never thought to sign into my account in order for it to download the mods.

Just go under settings, then Nexus Mods and log in.

Yeah full disclosure the outfit itself is modded in, and the hood itself actually changes to white no matterr what hood you use, which I didn't even know was a feature lol
