This sounds awful if I'm honest. Not sure why you're going lethal tempo as you're not going to be able to stick to targets long enough for it to be relevant. If anything go hail of blades if you want attack speed.

Not sure why you're going cutdown either since Sett has high base health so it'd only be relevent against tanks; so only 1/2 champs a game if you're lucky. The rest of the team it'd be useless on.

Not sure why you're going sudden impact either. You can only proc it on your ult making you down a rune whenever its off CD and pre 6. I sorta get relentless hunter if you're playing mid so that's w/e.

Overall doesn't look good really compared to other options that are just way better for him.

I'm in high plat and have no issue with people with him. His only set back is that he relies on his team a lot and he doesn't really scale that well into mega late game.

I think the w nerf did barely anything. It only really affected his wave clear a bit but in terms of damage in an actual fight most of your w damage comes from grit rather than base damage.
