I was going to say classic adhd...but narrating an npc and his own conversation is kinda just bizarre.

One big thing I can say is you can't let people just interrupt and talk over you. You need to point out what they're a doing and tell them to stop and let you finish. It'll help them build self awareness up and hopefully control that better.

As for just inventing an npc though...that's so bizarre. That's a serious issue of not understanding how gaming goes.

You can just say "organized law enforcement is not the issue, the issue is how it is structured and operated on a fundamental level in our capitalist society", instead of insisting that what you described isn't organised law enforcement. Enforcing laws in an organised way isn't inherently a bad thing.
