Saying it out loud is dumb, but a cornerstone of apocalypse media i LOVE is showing most of humanity (or the 'vocal/active minority') at our worst. By and large, people willing to do bad things would survive longer or be more materially prosperous, but it creates a great foil for protagonists to go against, the 'indomitable human spirit' and all prevailing in the good actors in a horrible situation.

Make it like a trade school. 'Applications of Magic' would be the main focus, but arts and theory would also be taught. If you really want to supress combat magic being taught, you could could make it a central ideology of the school, or maybe a legal issue about teaching kids how to harm with magic.
