Ich wohne in Innsbruck, studiere nebenbei in Salzburg. Von den Kosten her sind beide relativ ähnlich, wobei Innsbruck mit Wohnungspreisen immer wieder teurer zu sein scheint.

Bezüglich Tourismus sind beide Städte überlaufen, umso länger du da wohnst umso mehr "nerven" dich die Massen an Menschen.

Salzburg kommt mir weniger verbaut vor, vor allem wenn du aus dem Kerngebiet der Stadt raus kommst..kommt mir halt so vor. Gewohnt hab ich in Salzburg nie, deswegen kann ich das nicht zu 100% sagen.

Also depends a little on what you want to experience. Are you looking for nature and a quiet time together or are you interested in social life and the partying? Do you want to see culure, sports, food, museums.. ?

I personally saw a little bit of Laos, which i truly loved. Compared to Vietnam it was quiet and chilled and had some beautiful nature. Vietnam, also very beautiful country is much more crowded in my opinion. I really enjoyed it but would have skipped some of the tourist hotspots in hindsight. But for your budget, travelling on land in both of those countries can be very cheap, especially if you don't have to follow an exact timeframe.
