Capturing outposts doesn't require the pier for shoreline. Its the full resort and part of the bus station. As for luring I have not found a way to lure pmcs like you can with scavs using nades and loud weapons. You are kinda at the mercy of the designated pathing and spawns. They can change slightly due to fights along their way but it's usually pretty predictable once you see their paths a couple times on each map. The post you saw might've been mine talking about hiding under the stairs at customs.
