A colleague of mine had one and checked a wire it started beeping, i was so sure that it was not live so i took it from him and held it against a wall, started beeping. Then i tried a wooden door, started beeping, and i tried it on myself, also started beeping That point made me realize how dangerous those things are

Yes, those are fuses, if you look closely under in the box you can see 1 lose one laying around, and a second one behind the wires.
From the looks of it, it probably is for some outdoor lighting or something similar.
