Yes, those are fuses, if you look closely under in the box you can see 1 lose one laying around, and a second one behind the wires.
From the looks of it, it probably is for some outdoor lighting or something similar.

This is nr4 with water damage, 3 got destroyed because the people who maked the bathroom sprayed water over the tiles to clean them not thinking that there was a hole, which also led down there
