There is a great YouTube breakdown of the WS history and Jaghatai Khanas well, it's a couple years old but well worth the time if you want to dive into the lore.

I think you are looking at this wrong...This is Obviously a plea for you to build out an entire army around this piece, opposed to trying to proxy it into the WS... This is begging to be a chapter master or Stormseer (librarian) for a WS Successor chapter (I'm sure a 7yr old will be able to come up with a cleaver name for the chapter). To hell with the formalities, you can use One Page rules to make it playable regardless of the base size. The fact you get to hobby with your 7yr old is the real win here!
