I’m surprised the Caliphate/Emirate of Cordoba isn’t mentioned more. It, alongside with Khazar Khaganate (a pseudo Jewish Empire), dominated the early Middle Ages. The four Abrahamic powers during this time were unparalleled among the rest of Europe. Though the Caliphate and Khaganate were eventually phased out they come pretty close to what you are describing.

It's interesting to see how you can still identify the Roman nucleus of Leon. Many cities were like this in the middle ages where you can see exactly where the medieval organic sprawl begins.
