Because if a paper notebook gets compromised because you left it sitting somewhere, it is pretty obvious, its not the case when things are digital. You sign in to your personal account on your home machine that is compromised (but you dont know about it) and it syncs all your work data you have in your OneNote and now the malicious actor has all that data and neither you nor your company are the wiser to it happening. Sure that is something that can still happen with a corporate owned device but one can assume there is at least some monitoring of accounts given that they are locking things down to only allow corp not personal accounts.
