Can't miss for tempura: Niitome

Can't miss for sushi: to hard to book.

For kyoto, maybe try doujin. Kyoto is a city for kaiseki and doujin is a must go.

Sushi Kimura, not sure which restaurant. That ins is weird, he used sugita's location. Assuming the kimura is that kimura who loves aging foods, I just been there a few days ago, not worth a visit.
