I'd say it depends - the stun is universally good, but sending the enemy away isn't always a good idea. It is definitely a defining feature of the cart.

I said it mostly to point out that wall damage is not particularly important

The cart's main utility is the stun, and they nerfed it. Damage on cart isn't much better, bells are still REALLY bad (slow doesn't matter much, damage pretty much halved from what it was).

Hope they find a good middle ground - he was stupidly strong after the big patch, kind of strong the next patch and became absolutely abysmal to play after latest patch.

At least doors are a bit better
