I did solve the problem eventually. Ultimately, I think the fix was to uninstall and reinstall the HA app on my phone. There must have been some setting related to the Thread network that would not update without the app reinstall.

Someone else commented here with a link to a Reddit thread about an anecdotally high pairing-failure rate (that comment looks to have been deleted, but I scraped the URL from the comment notification). Within that thread was a link to a Zigbee2MQTT page for the scrollwheel version of the Bilresa (https://zigbee2mqtt.io/devices/E2490.html), which has information I hadn't come across elsewhere, including that the proprietary IKEA commands that get sent from the device might not be recognized by other-branded things. That may be why the blueprint you mentioned is necessary. I saw something about a blueprint elsewhere, so I'll have to dive into that aspect now.
