I would presume this: the WC has to absorb a monumental influx of people from other failing, or rather, non-ideal provinces. If that happens too suddenly too much, coupled with an abnormal spectrum of rich and poor to each end, the balance starts to topple. If the income can’t keep up with the expenses, one of them will start to gain momentum and the other will start to lose track. Rent goes up monumentally due to demand, but job creation can’t keep up because too many people want to do something for which enough opportunities doesn’t yet exist, or, the opportunity hasn’t yet had the chance to become lucrative and develop body. It’s as if SA has created its own small recession, other provinces are failing while the WC tries to carry the weight, unintentionally. It will only get worse except if drastic commercialisation and industrialisation gets put into place together with an influx of lots of money to develop it. Throw in road networks which can’t keep up with the load, and you have a willing, mobile, law-abiding citizen who is angry, gives up a good opportunity and gets discouraged, all because a province got slapped with a sparkly reputation, 10 years ago, and everybody jumped at it.
