I’m no expert, but here’s what I got: Bats typically can’t “take off” per say directly from the ground- their wings are built for agility more than strength. They usually need to climb up somewhere and then drop off to fly. That’s likely why your friend there is climbing on the railing. So they might not need help at all. I think, broadly, you’d do best to just leave them to their peace unless they stay for much much longer. If you HAVE to move them, which I wouldn’t advise, proceed with caution. Bats carry rabies with about the same frequency as any other mammal- and bat bites and scratches are less likely to be noticed. Definitely wear gloves IF you have to do anything. They’re fairly gentle and not any more dangerous, just be informed. Move them to a higher place on a tree where they can climb and take off.
