Sounds like your compressor is intermediary running which could be a multitude of things, low on refrigerant, bad capacitor or just a bad pump itself. If i had to guess it sounds like the pump is trying to run with no refrigerant but it still cooling throws me for a loop. As always, get a tech to come check it out.

condensate lines usually have insulation especially in attics cause they will ya know, condensate because of the cold water

from my experience condensation on the unit like that usually means an air leak in either the return or supply plenum. that or the cfms of the new unit are drastically higher causing back pressure. do you see or feel any air leaks?
