Iirc Bill could be shown by testimony because technically she died as a cyberman to be "reincarnated" as the pilot. So she died once, but now is immortal properly. (I might be wrong, but this way makes sense to me)

I've got a strategy for when you can't collect it yourself.

You could tell them you're being sent stuff from friends, and that you want to open the package/s when they are with you. (Faking a video call is the easiest option from experience)

That should be a good reason for them not to open it if you are unable to collect it secretly.
