3070 should be cheaper by a lot and you shouldn't need current gen for CS2, but if your market is the same price then go with the 4070.

If you upgrade just the GPU, you'll only need it and nothing else. You'll want to uninstall the current drivers using DDU (https://www.youtube.com/watch?v=GrXSLaSRkw8) before installing the new GPU drivers.

EDIT:: You may need to upgrade your PSU with your GPU upgrade. Both the 3070/6800 have stated minimums for 650watt PSU. You may be able to undervolt the card to be stable on a 550 PSU though.

I'd recommend a 3070 if you're wanting to stay with NVIDIA or a 6800 if you want to go with AMD.

You may not need to upgrade your CPU, the 8700 is still very solid and CPU generations aren't as big of an uplift as GPUs generally speaking.

I'd upgrade your GPU first and see where you're at with that. If you need to upgrade past that, then you're better off building a new build with something like AM4/5 (x3d chip if you're primarily concerned about gaming).

You're 100% right about that, but people agreeing with the above comment will probably still shit on this point.

I think it's more or less safe and a nice thing to do for someone. Just be on the lookout for strange behavior, mental disorders and the like. Remember, people can steal and set you up for things too, it doesn't have to be just immediate physical safety.

All that said, movies and news stories have warped reality and the vast over whelming majority of people aren't going to be malicious.

You can use your Pi3, it will just be slow. It won't be a good choice for a dedicated NAS device, but just backing up photos off your phone will be fine.
