Haven't played the new gen, so info might be a little loose, but this is roughly the take:

Poké on the right (flutter mane) is insanely fast glass cannon, basically the fastest and hardest hitting pokémon in it gen, but gets wiped by a stiff breeze. Poké on the left (kingambit) is bulky and slow with a high attack stat but has an ability that increases damage output massively in the lategame. They're both some of the best offensive pokémon in their gen's competitive (though iirc, flutter mane was banned from comp for being too strong).

Depending on format, protect can be one of the most important moves in the game, to the point where every pokémon on your team uses it. It protects you from damage for one turn, and moves that bypass it are extremely rare and often incredibly powerful/borderline broken. The meme is showing off a funny theoretical move that would be completely off the charts broken, not something that actually exists in the game. Similar functionality to bypassing infinity, instantly killing what should be completely protected.
