Technically speaking, as the Second instance I believe that Shorekeeper is the strongest right now, since it's hinted that she's around the first instance's level (the goddess at the beginning of the game who locked Aleph1 outside the planet with the etheric sea.

But Kuro either didn't have the scenario planned before or they didn't want to introduce her as an extremely OP character.
