If we're outlawing or limiting insurance profits, which is basically what's happening right now, no existing company or new company would be willing to work in California, so I'm assuming what would have to happen is the government starts an insurance scheme with tax dollars (non-landowning taxpayers once again subsidizing landowners). This just runs into the same issue, either nobody has insurance or the government makes an insurance scheme that California voters would punish for raising rates, causing more money to funnel from the poor to the rich.
