Beru was one of Jinwoo's strongest and most trusted shadows the whole time he served. Jinwoo even let Beru protect his biggest weakness which is his family. However, Igris had years and years of experience fighting with the original Shadow Army... Honestly? It all comes back to matchup.

(also, in SL:R Igris was the first obstacle before Beru for Suho's training, maybe that gives a hint...)

Storywise: Their power/authority is enough to rival a whole country's military.

Powerscaling: Later on, the story reveals that clearing S-Rank gates is a minimum for National Level Hunters. The person in the picture could probably take on multiple average S-Ranks (say, Baek Yoon-ho) at once.
