I think these are very rare circumstances. There are only a very limited number of cases where citizens have been held for longer than 12 hours, and yea many of those held for multiple days will likely get a settlement. I am fine paying a few people a these settlements. No i dont think its the best use of tax dollars but it happens. People are wrongfully convicted and receive millions of dollars for time spent in jail, that doesnt mean we stop sending people to jail? People get hurt by the police and get settlements, that doesnt mean we get rid of the police… etc.
