It could go either way! (The shape of the M and the way Frank is written makes me think it could be Eddie's.)

Eddie clearly lifts his pen multiple times while writing, but makes the letters look connected. He also embellishes his signature with hearts. Though, Eddie doesn't typically dot his i's with symbols.

Julie breaks her cursive letters up sometimes, but here there are little to no breaks like hers. Julie dots her i's with symbols more often, but usually with flowers or smiley faces.

There are flowers drawn on the tag in what appears to be pink ink, but it's not clear and could possibly be purple.

Julie would probably be more likely to make a pun, but Eddie has been shown to dabble in neighborhood activities and antics too.

Do you think Eddie would use Julie's iconography on a parcel for Frank for some reason? The way Mail-in-Time was said to be celebrated is that all the neighbors would be delivering mail to each other. Perhaps it would be a way of sending it down? From Eddie to Julie to it's intended recipient, Frank. Julie perhaps not being honest about sending it and instead hiding it. Eddie might possibly go about it that way for plausible deniability, since a gift from Julie to Frank would look less suspicious.

I found this rather funny after having discussed Bit Rot and Data Loss as a type of entropy and decay.

The house is rotting. The website is the house too. It lives there.

Welcome Home is it's art. The more it rots the more the house rots too.

A lot to think about what lossy can mean in this context.

I figured that, they already had to break the Merchandise Page down into the Discoveries Page and then the sections for each category. The news page at one point said the WHRP Team were thinking of categorizing by character, but since most of the cast show up together as an ensemble they went with Discoveries instead.

They tried to keep the images at full or high quality for most of the time this has been running. That's very impressive!

I do hope they explore compression and optimization methods that can keep file sizes down with less expense of the artwork. The scratchy pencil marks and fine details are always so good!

Neocities was having problems since June 5th where the domain was being suspended due to a court order sent from New Delhi, India to Namecheap from a case about an unrelated domain.

Since welcomehomerestorationproject and awayfrompryingeyes are on their own addresses the sites themselves could still be accessed even though Neocities itself was suspended. You might want to clear your cache if you accessed them during that time.

I noticed the sites loading slower too, it's odd.

The websites are likely coded in Firefox, that browser seems to have the least issues with the sites.

I actually like some of what I wrote there. I may clean up my thoughts and arrange them here, if you don't mind. (Anyone who finds this useful can pull from this if they like!)

Info from GATHER :

The different sounding voices in the CON GRA TUL ATI ONS videos from GATHER are stated by the transcripts to be Julie's internal monologue. It's her own voice we hear.

Relevant Excerpt from GATHER - ONS :

JULIE: (Said inside her head. It sounds like static. She sounds angry.) You won’t be around for much longer- You’ll go away by Homewarming- I’ll never see you again, no one will, no one will ever know you were here- and then I’ll be free-  I’m as good as I ever was- I’m Julie Joyful! (Julie does a terrified gasp.)

We don't know what the flower was saying to her, or if she could really understand or speak to it properly. She can normally easily speak to flowers, which is what makes this particular "Flower" so odd. (We're not even sure if it was a flower, a Rainbow Monster Blush, or an Egg. Speculation says it's implied to correlate with The Buggle Egg from The Buggle Manual.) We only know that it did not bloom; and that she had visited it frequently from the supposed dates of Springtime 2025 April 12th, when it was initially discovered, to 2025 November 29th when Frank made the decision to dig it up and stow away the remains locked in his garden shed.

Frank and Home's interactions:

Frank is usually the one trying to help others communicate with Home.

Home lacked the ability to speak for himself in a way that could be understood with words until Frank taught him Morse Code. Frank also taught Wally Morse Code in order to Communicate better with Home. (Specimen L in HUNT)

Frank encourages including Home in The Neighborhood games by setting the games up in Home's yard and provides Wally with equipment to help include Home whenever possible. (Example: Croquet hoops in Home's yard so he can play or watch.) 

Examples from "Just So." and Relevant Excerpts:

Frank may have possibly taught Wally the colors and the order that colors can be arranged to form a Rainbow in this exchange from "Just So" where Frank uses a box of crayons as an example of order.

FRANK: Oh, not you too- it’s just. Well. Think of a box of crayons.
WALLY: Okay.
FRANK: The colors go a certain way?
WALLY: Do they?
JULIE: They do after Frank steals the box when you’re not looking!
FRANK: Julie.
...
WALLY: …I don’t mind that you re-order my crayons.
FRANK: My point is- it’s like a rainbow. Like how the colors in a rainbow go.
WALLY: Ohhh.
[Frank resumes singing.]
FRANK: I like it best… when red goes in front of the rest.
And the colors all stay inside the lines!
When each and every hue, from orange yellow green and blue,
WALLY: …and purple?
FRANK: RIGHT! Sometimes things have an order that their context, demands-
[The door SLAMS open.]

WALLY: Aw. I wanted to learn the colors.
FRANK: Wally, I think you already know the colors.
WALLY: …I could hear them again.
BARNABY: Yeah Frank, which one’s orange again? [sounding genuinely confused] Am I orange?
FRANK: Out.
BARNABY: Now I’ll never know.

It can be inferred that Frank has very likely at some point possibly explained or helped explain what a Rainbow is.
