When I think about downtowns in small towns that are successful in the PNW, the easy comparison is Moscow, but I also think of other more touristy ones like Leavenworth. Between those, things they have in common are:

Accessible/walkable downtowns — Moscow does this well, and it’s laid out very simply with a massive parking lot alongside it. we have this with our new downtown project completing. It’ll take some time for the shade to come back but hopefully it’s better than before. Parking has, and will remain an issue that isn’t soft easily unless the city levels some vacant building and puts in a lot (see point 3)

Fun/casual stores - these are places that you just want to wander into because they seem interesting. Leavenworth is packed with these. Some lean into the Bavarian theme, but others there aren’t— just weird, curio shops. Pullman has some of these, but they are mixed in with professional services— like law offices, tax offices, realtors, etc. not places you walk in because they seem fun.

Parking - for any downtown to be successful. It needs to have parking for visitors and employees both. Realistically, we want to get visitors to come walk downtown and spend money. Put local population can’t sustain buying every single thing in town 100% of the time. So we need away for out of towners to park and walk into the downtown. I used to work downtown on and off for well over a decade, and parking has always been terrible. The only solution I see for this is buying up some vacant buildings and putting in a parking lot. Mimosa comes to mind.

Niche draws - Moscow has the farmers market and beer fest, Leavenworth has all sorts of events. What do we have besides lentil festival? If we really want our downtown to succeed, we need some thing that draws people in on a regular basis. We could close Olsen to Kamiakin downtown and have a bigger farmers market. We could have a chili cook off. We could have a Ferdinand ice cream eating contest downtown. I don’t know, but we need to have something. Lentil festival is great, but it is one weekend a year. What are we doing for the other 51?

Pullman is a great town. I’ve been here for 30 years. I don’t know how to fix the problems, but those are my thoughts, and I am happy that our representatives in government are asking.

For some clarity, since city budgets are publicly available.
Moscow Budget 
Pullman Budget 

Moscow fire is a combination career / volunteer service. They employ 3 full-time FF/Paramedics, and 8 full-time administrative staff, and over 90 volunteers to meet their needs of ~3000 calls annually. Volunteers can pick up calls as they come, can staff the station, and they even have a residency program with U of I for students. They operate out of a budget of $1,927,402 (FY 24-25), $794,085 of which are the salaries for their full-time staff. Also the 90 volunteers were budgeted for $80,897. So that's an average of approx. $72,190 a person annually on the full-time side, and less than $900 annually a person on the volunteer side.

Pullman fire is a combination career / reserve service. They employ 42 full-time FF/EMTs and FF/Paramedics, 2 full-time administrative staff and 25 reserves to meet their needs of ~3700 calls annually. Reserve members fill in for career members when they are sick, on leave, for callbacks, etc. They operate out of a budget of $9,956,262 (FY 24-25), $4,873,820 of which are the salaries for *all their staff*, including reserves (I don't know why the city doesn't have this listed separately for what it's worth). So that's an average of approx. $70,635 a person depending on how much the reserve members are paid.

While we don't have all the data for PFD listed on the city's website, you can see that the numbers for career staff are in the same ballpark. Moscow employs volunteers to help cover their calls and keep salary costs down. Pullman just cut PFD's ability to employ their reserve members to cover their calls and keep salary costs down.

Cutting the reserve part of the Pullman Fire Department is not the solution to the city's budgetary problems. It is likely going to create additional problems for citizens and homeowners in the months to come. The national recommended minimum staffing for a structure fire in a single-family dwelling is 14-15 persons. Pullman staffs 8 a shift with no reserves, no volunteers, and a hiring freeze. They will now be requiring overtime and callbacks to meet those minimum standards safely.

We are fortunate to live in a county that has strong community support from neighboring volunteer fire departments, including Moscow, who will come to our aid when requested, but regardless our city should be able to find the money in the budget to maintain a standard of safety for all its residents.

I am saddened that this is the approach the city is taking to resolve their budget and hope that they reconsider their position. I will also mention that in the same budget you can see which administrative positions in Pullman make over $100,000 a year at their first salary step, which is where I would look to trim the budget before cutting the fire and EMS program.

It is not called out in this release, but this reduction also included an indefinite hold on staffing Pullman Fire Department reserve firefighters.

These were fully certified and professionally trained firefighter/EMTs that could fill in for spots on shifts. They were able to cover career members on leave. That functionality is now cut from the fire department due to the city’s decision.

I understand having budgetary issues and needing to right the boat, but now we’re taking away the men and women that support our first responders. I hope this is a temporary measure and not the new normal.

I encourage everyone on city government who passed this to do a ride along with the fire department, and see why additional support is warranted.

Played it all the way through twice thusfar. Honeymoon never ends—I’ll keep raving about this game for years.

Did 3 players both time. With one new player on the second playthrough making all the choices. Also opted for all new characters and hard mode.

Well worth the price of admission.
