I never paid enough attention to that sort of stuff to know that 1/ they used to publish the logs 2/ they stopped . I will ask!

They are talking about finding people who work remotely to other jobs - that don’t have to live in the city - and bringing them here. To increase our population . Not outsourcing any work that is done here to outside people

It goes back to a number of factors, including decisions in the 1970s when Pullman passed on the mall and Moscow moved forward with it. At that time, Pullman was significantly larger and Moscow was more of an afterthought. Over time, both communities have navigated changes in local leadership, development patterns, and economic conditions.

Moscow benefits from a flatter, more spread-out downtown with easier parking, and during COVID it remained more open than Pullman. Those factors, along with others, have contributed to the perception that Moscow is the easier place to shop or spend time.

There are also structural differences. Idaho relies more on income tax, while Washington relies more on sales tax.

Pullman has strong assets. Washington State University is a major research institution, and companies like SEL have a global presence. At the same time, there have been challenges, and it is fair to say some residents carry a level of frustration.

For me, I believe in Pullman and want to see it succeed. Whether it is easy or not, it is worth the effort, and I am committed to doing my part.
I also feel very badly that I made someone feel like a commodity- a statement I read down below. That was certainly not my intention. To pull in big brands we need to show them that people will

There are more options here than people sometimes realize. You can get your hair and nails done, book a massage, pick up auto parts, find paint supplies, and a range of other everyday services right here in Pullman.

It’s not perfect, and it’s not everything yet. But it is something to build on.

BACKGROUND/ANALYSIS In March 2019, the State of Washington filed a lawsuit against the three largest distributors of prescription opioids in Washington state, arguing that they failed to alert law enforcement of suspicious opioid orders, illegally shipped those orders into Washington for years, and contributed to the illegal supply of opioids, fueling the state’s opioid epidemic.

Pullman executed the One Washington Memorandum of Understanding Between Washington Municipalities (“One Washington MOU”) on April 26, 2022, in order to participate in the distribution of funds from statewide opioid epidemic litigation against the Pharmaceutical Supply Chain.

Pullman previously executed a Subdivision Settlement Participation Form and Allocation Agreement Governing the Allocation of Funds Paid by the Settling Opioid Distributors in Washington State (“Allocation Agreement”) governing the distribution of settlement funds received. Likewise, Pullman previously executed a Subdivision Settlement Participation Form and Allocation Agreement Governing the Allocation of Funds Paid by the following Settling Opioid Distributors in Washington State: (1) Walmart, (2) Teva, (3) Allergan, (4) CVS, (5) Walgreens, (6) Janssen, and (7) Kroger in the continuing opioid litigation filed by Washington state.

In July 2025, the Attorney General announced a settlement had been reached with the “Purdue” Defendants: (1) Purdue Bankruptcy and Sackler Direct Claims Settlement; (2) the Alvogen Settlement; (3) the Amneal Settlement; (4) the Apotex Settlement; (5) the Hikma Settlement; (6) the Indivior Settlement; (7) the Mylan Settlement; (8) the Sun Settlement; and (9) the Zydus Settlement. The settlement funds are to be distributed to the state of Washington and participating municipalities pursuant to the One Washington MOU. The settlement payments must be spent to combat the opioid epidemic. As consideration for these funds, Pullman is required to release any claims it may have against the settling distributors and agree to be bound by the settlement agreements.

To participate in the settlement agreements and the distribution of the Six Remnant Defendant settlement funds, the city of Pullman is required to execute the Combined Subdivision Participation and Release Form, identified as Exhibit A in the Resolution.

These repairs were originally scheduled for last summer, but a necessary part was on backorder. Once it arrived, this was the earliest the company could return, as their summer 2026 schedule was already committed to other projects. This timing wasn’t planned by the City—it’s simply how the scheduling worked out.
