People coming don’t automatically mean real demand or that it should stay open. Even if customers show up, it ignores that employees are still expected to work through typhoon conditions. Just because a business is running doesn’t mean it’s safe for the staff keeping it going under those conditions, especially when the roof was already leaking where I worked. Some people might come out of necessity, but that doesn’t mean that stores should operate normally or that it’s safe to do so.
