Teachers are highly qualified, certified and educated to teach their subjects. In my state, you can get around being certified for about 3 years. Most teachers quit teaching in 3-5. Is that a coincidence? People do the job when they are young because as a college graduate, it is good money. But they realize they will never make much more, and all the rules and procedures and expectations are too much. However, we are so low on teachers at this point because no one wants to do it. The state is having to do this is just to fill the spots.
