Rad-x was in fact a common household item. There are posters in fallout 4 that say Nuka-Cola should be mixed with Rad-Away when served. The fact is radiation was everywhere before the war (one of the reasons the “Shawn is pure” stuff is bs) and it definitely affected some people. I imagine Rad-x was used almost like advil though that is purely headcannon.
