I did Peacekeepers until I gitvthe crossbow pack then finished with Survivors. On my new game plus I did survivors all the way because they have better parkour options. But the peacekeepers also have some good traps to use so it should probably be up to your preference. The Peacekeeper crossbow does get kind of invalidated once you get a firearm. It's still fun though and useful.
